Case Study: Strengthening Transport Compliance Following an HSE Investigation

Following an incident involving one of our clients, we were instructed to carry out a comprehensive review of their transport compliance systems and driver management procedures.

The incident occurred after a trailer had been uncoupled in a customer’s yard. As temperatures increased throughout the day, the tarmac beneath the trailer landing legs softened and gave way, causing the trailer to overturn onto a parked employee’s vehicle. Thankfully, no one was injured, but the incident resulted in an investigation by the Health and Safety Executive (HSE), with particular attention given to the driver’s actions and the company’s operating procedures.

Rather than focusing solely on the incident itself, we worked closely with the client to identify opportunities to strengthen their entire compliance framework.

Our review resulted in several key improvements, including a complete overhaul of the driver induction programme, ensuring greater emphasis was placed on site-specific hazards, environmental conditions, safe trailer parking procedures and driver responsibilities.

Driver assessment procedures and performance reviews were also enhanced, providing a more robust process for monitoring competency, identifying training needs and reinforcing best practice across the fleet.

In addition, we conducted a full review of the company’s transport policies, operational procedures, risk assessments and Safe Systems of Work (SSOW). All documentation was updated to reflect current legislation, industry best practice and the lessons learned from the incident.

To support these changes, we developed a bespoke Driver Handbook, bringing together company procedures, compliance expectations, health and safety guidance, vehicle checks, incident reporting and driver responsibilities into one comprehensive reference document.

The outcome was a significantly stronger transport compliance management system, providing the client with greater confidence that their drivers, procedures and documentation met the high standards expected by both the DVSA and HSE.
